Revolution in KDA land department: File Movement Management System ends manual delays

In a major step towards enhancing transparency and efficiency, the Karachi Development Authority (KDA) has officially implemented the File Movement Management System (FMMS) in all branches of its Land Department. This digital initiative was spearheaded by Director Land KDA, Asif Raza Chandio, who has been actively pursuing reforms to streamline departmental operations and facilitate the public.
According to the official notification issued by the Directorate of Land Management, the FMMS has been operational since July 5, 2025, following GB Resolution No.16 dated July 20, 2023. From now onwards, all files must be processed exclusively through the FMMS, with QR code verification integrated on the note sheet as a part of the new approval mechanism.
A separate circular outlined Standard Operating Procedures (SOPs) to be followed by all officers and officials, ensuring strict compliance with the system. Key highlights include:
FMMS software must be installed on all official computers; manual entries are now discontinued, System operation timings are fixed from 10:00 AM to 5:00 PM on all working days.
No file may be processed or shifted without proper approval and QR code validation.
Password sharing is prohibited, and individuals are accountable for their assigned credentials.
All records must be handled with diligence; any lapse may result in disciplinary action.
Asif Raza Chandio, Director Land KDA, has emphasized that this initiative will not only curb delays but also bring greater accountability to the land transaction process.
By digitizing file movement and eliminating manual intervention, the department aims to reduce the scope for corruption and ensure quick and transparent service delivery to the citizens of Karachi.
The move has been widely appreciated within the department, with officers acknowledging that the FMMS will make land-related dealings more secure, traceable, and efficient — a long-awaited step in modernizing public service operations.
