On 20 March 2024, Donald Lu addressed a US Congressional hearing where he rejected former prime minister Imran Khan’s cipher allegations, dismissing them as a “conspiracy theory.”

Khan had publicly accused the US diplomat of delivering a warning to the then-Pakistani ambassador in Washington, Asad Majeed, suggesting that the removal of Khan from office would improve US-Pakistan relations.

During his testimony before a subcommittee of the US House Committee on Foreign Affairs, at a hearing titled “Pakistan After the Elections: Examining the Future of Democracy in Pakistan and the US-Pakistan Relationship,” Lu was questioned about these allegations and provided his assessment of the situation.

Imran Khan and his Pakistan Tehreek-e-Insaf (PTI) government were removed from power in April 2022 through a vote of no confidence, marking a first in Pakistan’s history. Since then, the US has consistently denied any involvement in a conspiracy to oust Khan from office.
