ADB appoints new Country Director for Pakistan

ISLAMABAD: On Monday, the Asian Development Bank (ADB) announced the appointment of Xiaoqin (Emma) Fan as its new Country Director for Pakistan.
She officially began her role at the Pakistan Resident Mission on the same day.
Fan takes over from Yong Ye, who served in this position since 2021. In her new role, she will manage ADB’s operations in Pakistan, focusing on implementing the country partnership strategy (CPS).
This strategy aims to enhance economic growth, strengthen resilience, and boost competitiveness in the region.
Additionally, Fan will lead the consultation for the upcoming CPS, which will cover the period from 2026 to 2030. Expressing her enthusiasm about her new position, Fan stated, “I am delighted to be back in Pakistan to lead the country office. I look forward to promoting ADB’s longstanding partnership with the government and people of Pakistan.”
She highlighted that ADB is committed to working closely with both federal and provincial governments, the private sector, and various stakeholders to accelerate economic recovery, implement reforms, and promote policies that create jobs.
Fan noted that the bank will also focus on increasing support for climate resilience, private sector development, and institutional growth. Moreover, she mentioned plans to enhance livable cities, rural development, digital ecosystems, and regional cooperation.
Fan, a New Zealand national, holds a doctorate in Economics from the Australian National University, along with master’s and bachelor’s degrees from Lanzhou University in China.
