FBR empowers provincial officers to seize smuggled cigarettes, launch raids

ISLAMABAD: The Federal Board of Revenue (FBR) has authorised senior provincial officials to carry out raids and seize smuggled or non-duty-paid cigarettes in a bid to tighten enforcement against illicit tobacco trade.
According to a press release issued on Tuesday, the FBR has delegated enforcement powers under the Federal Excise Act to provincial officers, including Deputy Commissioners, Additional Deputy Commissioners, Assistant Commissioners, and Central Assistant Revenue officers. These officials can now inspect cigarette retail outlets, warehouses, and vehicles suspected of transporting untaxed or counterfeit tobacco products.
The notification also extends the authority to officers of equivalent ranks in the provincial tax structure, allowing them to operate under Section 26 and Sub-section (1) of Section 27 of the law.
Additionally, Excise and Taxation Officers and Assistant Excise and Taxation Officers, not below BPS-16, will be empowered to act against the illegal trade of excisable goods, including cigarettes and beverages. These officials can seize products that are either counterfeit or have been produced without paying due excise duty.
Vehicles or other means used to transport such items will also be subject to seizure, the FBR added.
Goods found to be counterfeit, particularly cigarettes and beverages, will be confiscated and destroyed in accordance with official procedures.
