OGRA, FBR launch ‘Raahguzar’ to combat illegal petrol outlets in Pakistan

ISLAMABAD: The Oil and Gas Regulatory Authority (OGRA), in partnership with the Federal Board of Revenue (FBR) and the Oil Companies Advisory Council (OCAC), has introduced a mobile application called ‘Raahguzar.’
This app leverages Geographic Information System (GIS) technology to help users locate legal petrol stations and fuel outlets throughout the country, marking a significant advancement in the digitisation of Pakistan’s oil supply chain.
The launch event took place at OGRA’s head office in Islamabad, with participation from senior officials from the Ministry of Energy (Petroleum Division), FBR, Customs, the Explosives Department, as well as representatives from OCAC and the Oil Marketing Association of Pakistan.

The ‘Raahguzar’ app provides a convenient platform for consumers, local governments, and law enforcement agencies to identify illegal outlets, commonly referred to as “dabba stations.” Furthermore, users can file complaints regarding illegal outlets, price gouging, or quality issues, thereby promoting transparency and empowering various stakeholders.
The event was presided over by OGRA Chairman Masroor Khan, along with members for oil and finance.
In his speech, Khan highlighted the transformative potential of this initiative. “Our journey began in August 2024, when discussions between OGRA and FBR underscored the pressing need to digitise the oil supply chain. The launch of ‘Raahguzar’ is just the first step in a larger track-and-trace system designed to enhance accountability, prevent economic leakages, combat illegal activities, and strengthen the integrity of the oil industry,” he remarked.
