CII issues code of conduct against hate speech during Muharram

ISLAMABAD: The Council of Islamic Ideology (CII) has issued a unanimous declaration against sectarianism, hate speech, and extremism during the holy month of Muharram.
The declaration titled “Paigham-e-Pakistan” said that a zero-tolerance policy should be adopted against violence and sectarianism.
“There is absolutely no room for any individual or group to incite violence, instigate provocation, or take the law into their own hands,” the CII declaration stated, emphasising that Islam is rooted in peace, tolerance and respect for humanity.
The council labeled the defaming of holy figures —including the companions of the Holy Prophet Muhammad (PBUH), his wives and the “Ahl al-Bayt” (family of the Holy Prophet) — as a major sin.
The CII decree also declared “takfir” —the practice of declaring fellow Muslims as apostates or infidels — a major sin.
The announcement coincided with the annual National Inter-Faith Harmony Conference in Islamabad.
Addressing the gathering, Federal Minister for Religious Affairs Sardar Yousuf confirmed that a strict code of conduct has been issued across the country for Muharram.
“The code of conduct underscores that the security of the state, adherence to the constitution, and respect for the law remain the absolute responsibility of every citizen,” Yousuf said.
The minister urged regional administrations to discourage hate speech and inflammatory rhetoric, particularly on digital platforms, while encouraging dialogue and constitutional engagement to resolve theological differences.
Echoing highly praiseful remarks made by lawmakers in parliament regarding Pakistan’s geopolitical maneuvers, Yousuf lauded the country’s civil and military leadership for their strategic posture.
“Pakistan has not only secured its internal peace but has played a pivotal role in maintaining global stability,” Yousuf told the conference.
“After navigating the battle for truth, Pakistan has won the global battle for peace. The Prime Minister and the Field Marshal have brought immense international prestige to the country.”
The government has directed local and district administrations to ensure tight security around mourning processions and congregations (majalis) as the holy month approaches.
