“We must institutionalise a forum through which we can use this relevance to create a Kashmir international diplomatic track,” she said.

She added: “We have waited more than seven decades for UN resolutions to be implemented while people continue to suffer. Kashmir must now be integrated into the wider global peace architecture, just as Palestine has remained central to international diplomacy.”

She urged Pakistan to intensify engagement with Washington, European capitals, the Organisation of Islamic Cooperation and the United Nations.

“We should move beyond ceremonial talking points and pursue coordinated legal and humanitarian efforts on Kashmir,” she said.

Rejecting criticism that mediation distracts from national interests, she said: “Effective mediation strengthens a nation’s standing. Pakistan is not merely reacting to crises — it is shaping outcomes.”

‘Release of Leadership Essential for Peace’

Mullick also focused on the case of jailed Kashmiri leader Yasin Malik and said his release was vital for any meaningful peace process.

“It is so vital that Yasin Malik, the Kashmiri top leadership and political prisoners are released, because that is central to justice and long-term peace in the region,” she said.

She criticised the legal proceedings against him, saying: “He is serving life sentences in fabricated cases where he was denied due legal rights.”

Mullick warned that silencing political voices would create dangerous consequences.

“If peaceful voices are pushed against the wall, hanged, poisoned in jail or tortured, then people will lose faith in politics and move towards militancy,” she said.

She said Kashmir remains one of the world’s most dangerous nuclear flashpoints.

“If even a small incident can lead towards full-fledged war between India and Pakistan, then the world must realise this issue cannot be ignored,” she said.

Calling on global powers to act, she added: “If Pakistan is expected to help stabilise the fragile world order, then the United Nations and major powers must also responsibly address Kashmir.”

Mullick concluded by saying Pakistan’s mediation role should become a pathway towards lasting settlements.

“This is not a distraction. It is an opportunity. We must connect temporary ceasefires with long-term political solutions and Kashmir must be part of that process,” she said.

LAHORE: The Punjab government has moved to establish a dedicated authority to promote the film industry.

The provincial government has presented draft legislation in the provincial assembly aimed at boosting production, investment and infrastructure.

The proposed Punjab Film City Authority Act 2025 was introduced in the Punjab Assembly on Tuesday and has been referred to a relevant committee for review, which is expected to submit its report within two months.

Under the bill, a new Punjab Film City Authority would be set up to support film-making, television dramas and documentaries, with funding provided by the provincial government.

The authority would also receive dedicated financial support to help develop and expand the film industry.

The legislation envisages the introduction of a comprehensive film policy, including new rules, regulations and a licensing framework.

It also proposes a “one-window” operation to facilitate filmmakers with permits, approvals and related services.

The government plans to offer incentives to attract both local and foreign investment, while paving the way for the establishment of film studios, a film city and post-production facilities across the province.

Training programmes would be launched to develop new talent, and a system of funding, grants and subsidies would be introduced to support industry growth, according to the draft law.

The authority would also be mandated to promote Punjab’s culture, tourism and positive image through film, as well as address complaints and issues faced by stakeholders in the industry.

Following the committee’s review, the bill will be presented again to the Punjab Assembly for approval.

ISLAMABAD: Attock Refinery Limited (ARL) has temporarily shut down its main crude distillation unit after traffic restrictions in the capital disrupted oil supply chains, the company said on Tuesday, raising concerns over fuel availability across large parts of northern Pakistan.

The refinery said movement of oil tankers had been abruptly suspended due to road closures imposed for security arrangements ahead of the expected arrival of foreign delegations linked to potential US-Iran talks in Islamabad.

The restrictions have severely affected both the receipt of crude oil and the dispatch of refined petroleum products.

In a regulatory filing to the Pakistan Stock Exchange and the Securities and Exchange Commission of Pakistan, ARL said it had shut down its main crude distillation unit with a capacity of 32,400 barrels per day until the situation improves.

“We wish to inform you that due to the expected arrival of foreign delegates in Islamabad, there has been an abrupt suspension of oil tank lorry movement to and from ARL,” the company said, adding that the disruption had “directly affected refinery operations.”

The refinery reported a sharp decline in crude oil receipts due to blocked supply routes, while inventories of Motor Spirit (petrol) and High-Speed Diesel have risen significantly because of constraints in product dispatch.

ARL, the only refinery in northern Pakistan, plays a critical role in supplying fuel to central and northern Punjab, Khyber Pakhtunkhwa, Azad Jammu and Kashmir and Gilgit-Baltistan. It also provides aviation fuel to Islamabad and Peshawar airports and supplies furnace oil to independent power producers, making its shutdown a potential risk for transport, aviation and energy sectors.

Industry sources said the disruption could force a halt in crude production from oilfields in Punjab’s Jhelum and Attock regions, as well as several fields in Khyber Pakhtunkhwa, if tanker movement is not restored soon. Prolonged suspension may also pose structural challenges to upstream operations.

The company had earlier written to the Petroleum Division and the Oil and Gas Regulatory Authority seeking exemption from the restrictions for oil tanker movement between April 18 and April 26, but said it had not secured clearance.

“Any prolonged disruption in tanker movement would significantly affect product upliftment and could ultimately force ARL to reduce refinery throughput, potentially leading to a complete shutdown,” the company warned in its correspondence with authorities.

The development comes at a time when Pakistan is seeking to boost domestic oil and gas output. State-run Oil and Gas Development Company Limited recently announced the start of commercial production from the Baragzai X-01 well in the Nashpa block in Khyber Pakhtunkhwa, one of the country’s largest discoveries.

According to OGDCL, the well is currently producing about 15,000 barrels of oil per day and 45 million cubic feet of gas, with output expected to rise further. Crude from the field is transported to ARL for refining, underscoring the refinery’s strategic importance in the supply chain.

Energy analysts warn that continued logistical bottlenecks could offset gains from increased domestic production and strain fuel supplies if the situation persists.

ISLAMABAD: Pakistan’s Information Minister Attaullah Tarar warned India on Tuesday that any “misadventure” would be met with an immediate, effective and decisive response, as he reiterated Islamabad’s stance on regional tensions and alleged Indian involvement in destabilising activities.

Speaking on the first anniversary of what he described as the “Pahalgam false flag operation,” Tarar said India had failed to present credible evidence to support its claims related to the incident.

He characterised the episode as reflective of “hollowness, illogical thinking, false pride and arrogance,” adding that New Delhi had yet to provide satisfactory answers to questions raised about the event.

Tarar accused India of misrepresenting issues by portraying internal matters as external and vice versa. He said terrorism in India was an internal issue that New Delhi projected outward, while the Jammu and Kashmir dispute — recognised internationally — was being framed by India as a domestic matter.

He said Pakistan had offered an independent and impartial investigation into the Pahalgam incident, but alleged that India declined the proposal, which he described as evidence supporting Islamabad’s claims that the episode was staged.

Tarar also questioned the speed with which a police report was filed following the incident, saying it indicated the complaint may have been pre-prepared.

The minister said international media, Indian civil society, politicians and think tanks had also raised serious questions about the incident.

He said that propaganda built around “false flag operations” was difficult to sustain globally, which he said explained India’s failure to establish a convincing narrative.

Tarar linked India to recent incidents including the Jaffar Express train attack and the Khuzdar incident, and accused New Delhi of supporting militant groups such as the banned Balochistan Liberation Army and the banned Tehrik-e-Taliban Pakistan to destabilise Pakistan.

He said Pakistan remained committed to counterterrorism efforts and would continue taking all necessary measures to eliminate militancy.

“The entire nation is united in its resolve to eradicate terrorism,” he said, adding that Pakistan would not compromise on its sovereignty, dignity or security.

Tarar also referred to past military confrontations, saying India had faced setbacks and would similarly fail in its alleged strategy of supporting militancy. He dismissed recent statements by Indian military leadership regarding “Operation Sindoor” as an acknowledgment of failure.

Reiterating his warning, Tarar said Pakistan had previously inflicted a “humiliating defeat” on India and would respond decisively to any future aggression.

A day after securing $750 million through a three-year Eurobond at 6.975 per cent, the government has moved to line up international financial partners for upcoming borrowing, inviting proposals from global consortiums to manage and underwrite future transactions in capital markets over the next three years.

According to Dawn, officials said the selected firms would serve as underwriters, lead managers and bookrunners, with contracts awarded on the basis of the most favourable borrowing terms, including the lowest yield, coupon rate and overall cost. The arrangement is intended to give authorities flexibility to tap international markets in line with evolving external financing needs.

Under the plan, three separate consortiums will be appointed to oversee different funding streams. These include the renewal of Pakistan’s Global Medium-Term Note (GMTN) Programme and its Sukuk Trust Certificate Issance (TCI) Programme for another three-year period.

The frameworks will support a wide array of instruments such as Eurobonds, including ESG, green, gender and sustainability-linked bonds, alongside international Sukuk and rupee-denominated bonds settled in dollars.

The latest $750m Eurobond, issued earlier this week and led by a consortium headed by Standard Chartered Bank, carries a maturity of April 2029 and is aimed partly at refinancing obligations to the United Arab Emirates at comparable rates.

Khurram Schehzad, adviser to the finance minister, said the recent bond issuance was part of a broader roadmap, while the fresh request for proposals reflects a structured strategy to manage external financing through capital markets.

“This exercise is about selecting partners across multiple funding instruments,” he said, adding that decisions on when to access markets would depend on financing requirements and prevailing conditions.

According to officials, the timing and size of future issuances will be guided by market dynamics and advice from appointed transaction advisers. The selected firms will be responsible for end-to-end execution, including structuring deals, pricing, investor engagement, roadshows and allocation.

The first consortium, comprising up to five conventional international financial institutions, will handle Eurobond issuances, ensuring global investor outreach and strong order books.

A second group, also of up to five institutions but including at least one Islamic financial entity, will manage international Sukuk offerings.

The third consortium, consisting of up to three institutions, will oversee the issuance of rupee-denominated bonds settled in US dollars under the GMTN framework.

Interested institutions have been asked to submit both technical and financial proposals for each category, Eurobonds, Sukuk and rupee-based dollar-settled bonds, with bids due by May 25, when they will also be opened.

Pakistan is currently unable to utilise around 5,500 megawatts of electricity generation capacity due to a shortage of liquefied natural gas (LNG), according to officials, as the country continues to grapple with energy supply challenges.

A spokesperson for the Power Division confirmed that several LNG-based power plants are not operational because of insufficient fuel. While recent increases in hydroelectric output have helped ease widespread outages, the underlying gas shortage remains unresolved. Authorities say these plants could quickly resume electricity production once LNG supplies are restored.

The country requires roughly 400 million cubic feet per day of LNG to meet demand. However, disruptions linked to the ongoing conflict involving the United States and Iran have strained supply routes, particularly through the strategically vital Strait of Hormuz. As a result, Pakistan has experienced daily power outages lasting several hours in recent weeks.

Heavily dependent on imported fuel, Pakistan’s energy sector remains vulnerable to fluctuations in global LNG markets and declining domestic gas production. Officials estimate that at least four LNG cargoes would be needed in the short term to stabilise the situation and reduce outages.

In response, Islamabad is exploring options to secure additional LNG shipments on the spot market. SOCAR, Azerbaijan’s state energy firm, has indicated its willingness to supply LNG to Pakistan upon formal request through Pakistan LNG Limited. However, it remains unclear whether a request has been submitted or when deliveries could begin.

The ongoing energy shortfall underscores the broader challenges facing Pakistan’s power sector, as external geopolitical tensions continue to disrupt supply chains and complicate efforts to maintain a stable electricity supply.

WASHINGTON: A grandson of former Duke basketball coach Mike Krzyzewski has been charged with driving while impaired following a fatal crash that killed a 15-year-old bicyclist in Durham, North Carolina.

Police said 26-year-old Joseph Savarino was driving a Ford Explorer on Saturday evening when it struck the teen, who was riding an e-bike shortly before 9 pm. He was taken into custody and later released on a $100,000 secured bond. Authorities have also ordered him to surrender his driver’s license.

Savarino is currently charged with a misdemeanor count of driving while impaired. According to police records, his blood alcohol content measured 0.11 on a breathalyzer test conducted nearly four hours after the incident.

The victim’s mother identified him as Jack O’Shea in a social media post, describing him as having spent the day with friends before going on his usual evening bike ride.

Court records also show that Savarino’s brother previously faced a DWI charge in 2022. His mother, Debbie Savarino, is one of Krzyzewski’s daughters.

Information Minister Attaullah Tarar has said Iran’s formal confirmation regarding sending a delegation to attend the Islamabad peace talks is still awaited.

Dar reiterated Pakistan’s stance that dialogue remains the only viable path to lasting regional peace and stability.

The current ceasefire is set to expire at 4.50 AM PST on Wednesday, making Iran’s decision on participation increasingly critical. Meanwhile, Iran said Tuesday it has yet to decide whether to attend last-ditch talks with the United States, following a US move to board an Iranian oil tanker at sea just a day before the ceasefire deadline.

US President Donald Trump said he hopes to secure a “great deal” but ruled out extending the truce, warning the military is “raring to go” if negotiations fail. Vice President JD Vance, expected to lead the US delegation, has yet to depart for Islamabad and is attending meetings in Washington.

Iran’s foreign ministry spokesperson Esmaeil Baghaei said Tehran is still weighing its decision, condemning the tanker boarding and a separate cargo seizure as “piracy at sea and state terrorism.”

Iranian government spokesperson Fatemeh Mohajerani warned that Tehran would respond more forcefully to any renewed attacks.

The US military said it boarded the sanctioned tanker, identified as the Tifani, “without incident,” carrying around 2 million barrels of crude. However, tensions remain high as Iran has effectively shut the Strait of Hormuz, disrupting global oil supplies and pushing prices higher.

Previous rounds of talks failed to produce a breakthrough amid disputes over sanctions and maritime restrictions. Still, diplomatic sources say momentum remains, with Pakistan ramping up security in Islamabad by deploying nearly 20,000 personnel ahead of the expected talks.
