GBDMA warns of landslides and GLOFs amid rain forecast

GILGIT: The Gilgit-Baltistan Disaster Management Authority (GBDMA) has sounded the alarm for impending severe weather conditions across the region, prompting an immediate and coordinated response from local authorities and emergency services.

According to GDMA, a strong westerly wave hit Baluchistan on March 9, 2024, and is expected to spread to the upper regions by March 11, followed by another wave on March 12. The forecast predicts significant rain, wind thunderstorms, and snowfall over the hills from March 11 to March 15 across various districts, including Diamir, Astore, Ghizer, Skardu, Hunza, Gilgit, Ghanche, Nagar, Kharmang, and Shigar.

The GBDMA said the weather phenomenon poses a serious risk of landslides in the hilly and nullah areas, with a specific warning issued for Glacial Lake Outburst Floods (GLOF) in susceptible regions.

Moreover, it said, the expected wind thunderstorms and heavy rainfall threaten to damage loose structures such as electrical poles, solar panels, hoardings, tall trees, and buildings under construction. The GBDMA said the heavy rain accompanied by isolated heavy snowfall is likely to result in the closure of main, link, and valley roads, severely impacting mobility and access to essential services.

The GBDMA has directed all District Disaster Management Authorities (DDMAs), district administrations, health departments, and other line departments to implement preemptive measures to mitigate the potential impacts. These measures include ensuring the availability of emergency services and personnel in high-risk areas, pre-placing emergency equipment at strategic locations, and coordinating with law enforcement agencies to manage traffic and prevent congestion.

The GDMA also issued directives to focus on securing loose structures, stocking essential commodities, including medicines, and conducting regular inspections of critical infrastructure to prevent structural damage. Public awareness campaigns are also to be intensified, informing residents of the risks and precautionary steps to take against GLOF and landslides.

The GBDMA asked the GB tourism department to forewarn travellers and visitors about risks posed by flooding and landslides in vulnerable locations and provide guidance and assistance in case of emergencies through local administration, police, and rescue services.

The GBDMA directed all DDMAs to strengthen coordination among all relevant departments and agencies to facilitate the timely sharing of information and resources during emergencies. “Establish reliable communication channels with local communities to provide timely updates, instructions, and emergency contact information during the rainy season,” it said. Moreover, the GBDMA has established a vigilant control room within the Director General’s office in response to the potential challenges posed by emergency road blockades.
