IHC reviews tree-cutting case as CDA explains its action

ISLAMABAD: The Islamabad High Court (IHC) is examining a case concerning the cutting of trees in the city, with the Capital Development Authority (CDA) submitting a six-page response detailing the rationale behind the removal of paper mulberry trees along major roads. The authority stated that the decision was made with approval from the Prime Minister’s Office and based on recommendations from multiple committees and research studies.

Committee Oversight and Environmental Concerns

The CDA highlighted that in 2022, the court had directed the formation of an environmental committee to oversee tree management in Islamabad. The committee included the Environment Protection Agency and other relevant bodies. Meetings were held in 2023 to discuss the control of pollen allergies, and research showed that paper mulberry trees contributed significantly to the spread of allergens. Journalist Saleem Safi also published an article in 2024 addressing the public health concerns linked to these trees.

Approval and Implementation

Following these studies, committee recommendations, and directives from the Prime Minister’s Office, the CDA carried out the tree-cutting while planting environmentally friendly replacements. The authority emphasised that all such work is conducted through transparent tender processes. Similar tree removal along the Islamabad Highway had previously been undertaken in 2022.

Project Planning and Relocation

The CDA also noted that the land designated for the project had been handed over to the Ministry of Planning before work began, and some trees, including sugarberry species, were relocated to other areas. The removal was linked to ongoing development projects, including the approved construction of the Ma’rka-e-Haq memorial.

The authority has requested the High Court to dismiss petitions seeking to halt tree-cutting, stating that the measures were taken in the public interest, with environmental, health, and planning considerations thoroughly reviewed. The court will now assess the submissions and determine the next steps regarding the ongoing environmental concerns.
