ISLAMABAD: A shocking scandal has emerged, revealing that electricity consumers across the country, especially those with limited means, were systematically overcharged, draining billions from their pockets.
As details unfolded from the investigation, it’s clear that people from economically disadvantaged backgrounds were unfairly charged through an organised overbilling scheme.
In August, distribution companies (DISCOS) were exposed for accumulating excessive charges, leading the National Electric Power Regulatory Authority (NEPRA) to intervene urgently.

Responding swiftly, NEPRA conducted a thorough inquiry, confirming that the subsequent report solidly substantiates the widespread overbilling in August electricity bills.
Insiders revealed that all DISCOS played a part in this exploitation, with regions served by Lahore Electric Supply Company (LESCO) and Hyderabad Electric Supply Company (HESCO) being notably affected.
The scheme involved charging protected customers with non-protected bills and intentionally delaying meter readings, causing inflated bills that hit those least able to afford it. This deliberate tactic left vulnerable consumers bewildered and struggling with increased financial stress.
Further investigation showed that non-protected users, mainly from low-income backgrounds, faced additional charges under the false pretext of meter conversion. This intentional misclassification and unjust charges sparked public outcry and a surge in complaints from those facing financial hardships.
In response to these concerns, NEPRA took action in September, forming an inquiry committee. Having concluded its investigation, NEPRA is set to make the findings public, shedding light on this troubling abuse of trust, especially impacting the nation’s economically vulnerable communities.
