One nation, one ID: QR codes legalised, lifetime smart cards for 60+

WEB DESK: The federal government has issued a notification introducing wide-ranging amendments to the rules governing the Computerised National Identity Card (CNIC), formally recognising the QR code printed on the card as a legal security feature.

According to the notification, the QR code will now serve as an officially sanctioned verification tool, enabling instant authentication both offline and online. Authorities say the move is aimed at strengthening the integrity and functionality of the national identification system.

Under the revised rules, the QR code, or other approved technological features, may be used as an alternative to the microchip in smart cards. Officials said this would allow greater flexibility in card design while maintaining security standards.

The notification further states that if a card is suspended, all linked verification services will be immediately disabled to prevent misuse.

Biometric identifiers, including fingerprints and iris scans, have now been formally incorporated into the rules, providing a clearer legal framework for their use in identity verification. In a relief measure, citizens aged 60 and above will now be eligible for smart identity cards valid for life.

The amendments also make it mandatory for identity cards issued to residents of Azad Jammu and Kashmir to carry specific wording.

New smart card designs featuring updated security layouts and integrated QR codes have been introduced as part of the reforms. Officials said the changes are expected to enhance the national digital identity system and improve coordination and data integration among state institutions.
