PM pushes for merit-based hiring, performance-driven bureaucracy

ISLAMABAD: Prime Minister Shehbaz Sharif on Thursday formed a committee headed by Planning Minister Ahsan Iqbal to draft recommendations for aligning the civil services with modern-day requirements and improving the overall structure.

The prime minister directed the committee to submit comprehensive, reform-based proposals after detailed consultations within one month.

Chairing a meeting on civil service reforms, the premier called for recommendations on merit-based recruitment of top talent, KPI-driven performance targets for promotions, and an overhaul of the Annual Confidential Report (ACR) system, including suggestions for effective alternatives.

He further directed that the proposals include plans to enhance officers’ capacity through modern technology and systems. The reforms, he stressed, must aim to establish a sustainable structure, improve governance, and ensure that the civil services remain responsive to contemporary demands.

Reiterating the government’s priorities, the prime minister said the reforms should ultimately aim to simplify the lives of citizens and make the civil service more people-friendly.

During the briefing, it was noted that suggestions were being developed following consultations on recruitment, training, performance evaluation, salary structures, and promotions.

A comparative analysis of civil service reforms in other regional countries was also presented.

The meeting was informed that the final recommendations would focus on enhancing governance, improving the quality of life for citizens, and ensuring merit-based induction at the heart of the civil service.

Federal ministers Ahsan Iqbal, Azam Nazeer Tarar, Ahad Khan Cheema, Sardar Awais Khan Leghari, and Ali Pervaiz Malik; Adviser to the PM Rana Sanaullah; Minister of State Bilal Azhar Kayani; Special Assistants Haroon Akhtar and Tariq Bajwa; Secretary of the Apex Committee (SIFC) Dr Jehanzeb Khan and other officials attended the meeting.
