President Zardari vows to defend sovereignty, backs economic reforms in parliamentary address

ISLAMABAD: President Asif Ali Zardari on Monday reaffirmed Pakistan’s resolve to defend its sovereignty, combat terrorism and pursue economic stability, as he addressed a joint session of parliament at the start of the new parliamentary year.

Calling it his ninth address to the legislature, the president said Pakistan had endured a challenging year but demonstrated resilience through constitutional continuity, national unity and the professionalism of its armed forces.

“Nations are tested not only in times of crisis but at key crossroads,” he said, urging lawmakers to safeguard sovereignty, strengthen constitutional governance and advance economic transformation to ensure long-term prosperity.

Referring to tensions on both eastern and western borders, President Zardari said Pakistan responded to “unprovoked attacks” with restraint and resolve. He termed the military response in “Maarka-e-Haq” a landmark strategic victory that repelled aggression and reinforced Pakistan’s deterrence.

On the western front, he said security forces acted decisively against cross-border incursions and terrorism, stressing that Pakistan would not tolerate the use of neighbouring territory to destabilise its peace.

“We have let both India and Afghanistan see a fraction of our capabilities,” he said, adding that Pakistan reserves the right to defend its sovereignty under Article 51 of the UN Charter.

The president reiterated Pakistan’s continued diplomatic and moral support for the people of Jammu and Kashmir, warning that lasting peace in South Asia would remain elusive without a just resolution of the Kashmir dispute.

While describing Pakistan as a responsible nuclear state, he emphasised that the country understands the weight of its responsibilities but would defend itself decisively if required.

Turning to regional developments, President Zardari condemned the war against Iran and expressed condolences over the martyrdom of Iranian Supreme Leader Ayatollah Ali Khamenei. He also denounced subsequent attacks on Gulf countries, urging restraint and negotiated solutions to prevent further escalation.

The president appreciated international efforts that helped de-escalate tensions between nuclear-armed neighbours in South Asia and noted improving ties with the United States. He highlighted Pakistan’s deepening strategic partnership with China, describing bilateral relations as “iron-clad” and expressing gratitude for Beijing’s support during recent crises.

On domestic matters, President Zardari underscored the importance of constitutional supremacy and federal harmony. He said provincial autonomy under the 18th Amendment had strengthened participatory governance and called for effective functioning of constitutional forums such as the Council of Common Interests.

Addressing water security, he criticised India’s actions regarding the Indus Waters Treaty, terming attempts to manipulate river flows as “hydro-terrorism” and a violation of international law. He vowed that Pakistan would defend its water rights with unity and legal clarity.

On the economy, the president commended the government for steering the country away from economic collapse in 2022 and restoring macroeconomic stability. However, he stressed that stability must now translate into inclusive growth, job creation and relief for salaried classes, pensioners and small businesses.

He called for structural reforms, widening of the tax base and greater transparency in public finances. Energy sector reforms and a shift towards clean energy were described as critical to industrial revival and sustainable development.

President Zardari also highlighted the need for climate-resilient agriculture, improved water management and expanded social protection programmes, including strengthening the Benazir Income Support Programme (BISP) to uplift vulnerable segments of society.

He emphasised women’s empowerment, urging the removal of barriers to ensure safety, digital access and financial independence for women across Pakistan.

Concluding his address, the president said security, economic stability and constitutional governance were interconnected pillars of national strength.

“As we begin this new parliamentary year, our priorities must remain clear: protect sovereignty, eliminate terrorism, build on economic stability towards growth and job creation, strengthen federal harmony and deepen democratic governance,” he said.

“Pakistan Zindabad. Parliament Paindabad.”
