WEB DESK: Islamabad High Court (IHC) Justice Mohsin Akhtar Kayani issued stern remarks during a hearing concerning irregularities in the recruitment of patwaris in Islamabad’s local circles, highlighting issues of administrative negligence and accountability.
The case, brought before the court over private individuals performing government work, focused on the advertisement for patwari recruitment, which had been issued for all provinces through Islamabad’s local posts. The court expressed displeasure over the irregularities and directed the district administration to issue a corrected advertisement immediately. Justice Kayani criticised the district administration’s inaction despite earlier court directions. He remarked, “Do we have to act only after contempt proceedings? The DC who was previously punished by this court is now awarded the President’s Medal.” The judge added that unlike previous instances where leniency was shown, any future contempt would be dealt with strictly, including immediate detention.
During the proceedings, Justice Kayani questioned the feasibility of recruiting from multiple provinces through local posts, noting inconsistencies in appointments across regions. “How can Islamabad handle positions for all provinces through local posts? The quota system applies nationwide, and this system cannot run on dishonesty,” he said, highlighting broader administrative flaws.
The court emphasized that all actions must align with prior judgments and cautioned against bad faith or procedural shortcuts. Justice Kayani instructed the authorities to issue the corrected recruitment advertisement before the next hearing, which was adjourned until next month.
