Here are NADRA’s new rules: more secure, more inclusive

WEB DESK: In a major step toward digital transformation and enhanced security, Pakistan has introduced sweeping reforms to its National Identity Card (NIC) system, marking the most significant overhaul in over two decades. According to the press release issued, under the directive of Interior Minister Mohsin Naqvi, the National Database and Registration Authority (NADRA) has enacted progressive amendments to the NIC Rules, 2002, ushering in a new era of transparency, efficiency, and fraud prevention. Catering to women, families and digitisation, NADRA aims to assist all citizens in accessing the CNIC card.

Originally established in 2002, NADRA’s identity framework had remained largely unchanged despite rapid technological advancements. Recognising the need for an upgrade, Naqvi has spearheaded the initiative, leading to a cabinet-approved set of reforms designed to combat identity fraud, streamline documentation, and bolster national security.

Key reforms at a glance

1. Stricter Child Registration to Combat Trafficking

One of the most critical changes targets child registration, a major loophole previously exploited for illegal activities. It is now a mandatory requirement of birth registration with the Union Council before the issuance of the Child Registration Certificate (CRC/Form B). Under the new rules:

  • Children under 3 are exempt from biometrics and photographs.
  • Children aged from 3-10 must provide a photo and, where possible, an iris scan.
  • Ages 10-18 require full biometrics (fingerprints, photos, and iris scans).
    Each child will now receive an individual Child Registration Certificate (CRC) with a fixed validity period, a move expected to curb fake identities and child trafficking.

For the first time, the Family Registration Certificate (FRC) has been granted legal status. The reforms introduce three family categories:

  • Alpha (by birth)
  • Beta (by marriage)
  • Gamma (by adoption)
    Applicants must now submit a sworn affidavit confirming family details, and men with multiple marriages must fully disclose all spouses, eliminating previous ambiguities.

3. Empowerment for married women

In a progressive shift, married women can now choose whether to display their father’s or husband’s name on their NIC, a decision left entirely to their preference. This was also a choice since the last few years but has been reiterated for further clarity.

4. Faster dispute sesolution & enhanced security

To address long-standing grievances, NADRA has established verification boards at district, regional, and headquarters levels, legally mandated to resolve identity disputes within 30 days. Additionally, the upgraded Teslin identity cards, an affordable alternative to Smart Cards, now feature:

  • Bilingual (Urdu & English) details for easier passport processing.
  • QR codes replacing thumb impressions, enhancing security without extra cost.

For the first time, terms like “biometrics” (defined as facial, fingerprint, or iris data) and “digital marking” have been standardised, requiring institutions like the State Bank of Pakistan, FBR, and PTA to align their policies accordingly.

These reforms are more than just bureaucratic updates, they represent a quantum leap in Pakistan’s identity management system. By eliminating fraudulent registrations, improving child protection, and empowering citizens with more control over their personal data, the new framework sets a regional benchmark for security and efficiency.

Minister Mohsin Naqvi emphasised, “This is not just about modernising identity cards—it’s about safeguarding our citizens, ensuring transparency, and building a system that stands the test of time.”

With these changes now in effect, Pakistan’s identity system is poised to become a model of secure, inclusive, and future-ready governance, paving the way for a more digitally empowered nation.
