Citizens’ CNICs will soon serve as their medical record IDs

ISLAMABAD: The Ministry of National Health Services has initiated collaboration with the National Database and Registration Authority (Nadra) to roll out a unified medical record system under the “One Patient, One ID” project.

As part of the initiative, a patient’s Computerised National Identity Card (CNIC) number will now serve as their unique Medical Record (MR) number. The move aims to create a centralised health database, enabling access to patient records from any part of the country.

Federal Health Minister Dr Mustafa Kamal discussed the project on Wednesday during a meeting with Nadra Chairman Lt Gen Muhammad Munir Afsar.

Speaking after the meeting, Dr Kamal said, “There is currently no centralised system to track patients’ medical history in Pakistan. By assigning the CNIC number as the MR number, we are introducing a unified system that will help streamline healthcare delivery across the country.”

He noted that Nadra, as Pakistan’s largest data repository, would play a critical role in developing this system. “Once implemented, doctors will be able to access patient records nationwide, making treatment more accurate and efficient,” he added.

The minister also outlined plans to expand healthcare access through digital platforms. “We will bring doctors and medicines to people’s doorsteps through telemedicine. It’s essential we use modern technology to strengthen our health infrastructure,” he said.

Highlighting the strain on the current system, Dr Kamal pointed out that 70 per cent of patients bypass local health units and seek treatment at major hospitals, increasing pressure on urban facilities. “With population growth and rising demand, we need to rethink how services are delivered.”

He said the shift towards digital health is not just timely but necessary. “We must move beyond outdated practices and adopt digital tools to ensure the system is effective, accessible and sustainable.”
