NA passes bill, criminalising defamation of naval personnel

ISLAMABAD: The National Assembly on Monday passed the Navy Amendment Bill 2025, introducing major changes to the Pakistan Navy Ordinance of 1961, with expanded powers for the President and stricter regulations for naval personnel.

Under the amended law, the President of Pakistan has been granted powers to organise the Navy and its reserves, commission officers, and oversee recruitment processes.

The bill also introduces new restrictions and penalties for naval officers and personnel. Disclosing classified information will now carry a maximum prison sentence of 14 years.

Additionally, retired naval officers and sailors will be barred from participating in political activities for two years after retirement; violating this rule could lead to a two-year jail term.

The bill imposes severe punishments for corruption or bribery within the Navy. It also permits the use of force against captains of ships who refuse to comply with naval convoy commands.

Anyone found guilty of defaming or insulting the naval personnel or armed forces through social media or other electronic means could face up to two years in prison or a fine.

According to the new law, naval officers may now be retained in service up to the age of 60 in wartime or emergency situations.

The bill also mandates welfare measures for retired, injured personnel and the families of martyrs.

Furthermore, the Navy has been formally authorised to assist in national development, disaster response, and other strategic government-mandated operations.

The amendment modernises the Navy’s structural, administrative, and operational framework. It also grants legal protection to all previous orders, regulations, and directives issued by the Naval Staff, shielding them from legal challenges in court.
