LAHORE: The Punjab Cabinet approved amendments to section 144 of the Criminal Code, granting expanded authority for its enforcement on Tuesday.

Under the new regulations, deputy commissioners can impose section 144 for up to 30 days, the home secretary for 90 days, and the Cabinet for extended periods. Section 144, which pertains to the prohibition of assembly and the maintenance of public order, is designed to address situations of emergency and unrest.

The Punjab Cabinet, led by Chief Minister Maryam Nawaz Sharif, convened on Tuesday for its 12th meeting, where it approved several measures.

The amendments aim to “improve” administrative control and flexibility in managing public order. The updated regulations grant extended enforcement periods depending on the urgency and nature of the situation.

During the meeting, Maryam Nawaz said that prices needed to be controlled and law and order maintained. She stated that if the deputy commissioner failed to manage rates effectively within their district, it would be considered a failure of their role.

She also advocated for local production of vegetables to reduce transportation costs and improve cost efficiency.

The Cabinet approved several initiatives, including the ‘Chief Minister Punjab Climate Leadership Development Internship Programme.’ This programme will offer 3,000 students a three-month internship, paying R 25,000 per month, and provide social service certificates upon completion to assist with foreign university admissions.

The meeting also addressed the e-bike scheme, with the Cabinet agreeing to cover costs for documentation, registration, and number plates, excluding insurance. The scheme will now include an additional 10,000 electric bikes.

The Cabinet approved the ‘Chief Minister District Sustainable Development Goals Programme,’ which plans to complete around 3,000 projects, such as infrastructure improvements including roads, parks, and street lights, at a cost of Rs80 billion.

The urban unit will monitor the implementation of these projects using geographical information systems (GIS) ensuring compliance with a one-year completion deadline.

In addition, the Cabinet decided to increase the quarterly stipend for Himmat Card holders to Rs10,500. It will also initiate door-to-door verifications for issuing himmat cards to ensure accurate distribution.

The Cabinet established the Punjab Enforcement and Regulatory Authority, which will function at provincial, district, and tehsil levels. It also approved a new e-Transfer Policy for higher and school education and amendments to the Procurement Rules 2014 to streamline procurement processes.

Other approvals included the appointment of a renowned singer for residence and the appointment of the Vice-Chancellor for the University of Wah/Wah Cantt and the Chairperson for the Punjab Revenue Authority. The meeting was attended by provincial ministers, special assistants, and senior officials.
