KARACHI: Sui Northern Gas Pipelines Limited (SNGPL) has issued notices to multiple government departments for failing to clear outstanding payments totaling over PKR3.71 billion, the company’s spokesperson Shahid Akram revealed on Tuesday.
The largest defaults come from hospitals across Pakistan, with pending payments exceeding PKR1.41 billion. Federal hospitals owe PKR183.62 million, Khyber Pakhtunkhwa’s health facilities owe PKR106.08 million, while Punjab’s hospitals lead with PKR1.12 billion in unpaid bills.
Police departments collectively owe PKR497 million, including PKR141.5 million by federal police, PKR63.13 million by KP police, and PKR295.04 million by Punjab police. Prisons in KP and Punjab have accumulated PKR607.5 million in unpaid gas bills.
Other major defaulters include the Capital Development Authority with PKR251.5 million, construction departments with PKR141.6 million, and educational institutions. Federal, KP and Punjab’s educational facilities jointly owe PKR115.28 million, with federal institutions accounting for PKR65.58 million of this amount.

“SNGPL has directed all departments to ensure immediate payment,” the spokesperson said, warning that continued non-payment could affect service delivery. The gas company has been facing financial strain due to the mounting receivables from government entities.
The revelations highlight the growing circular debt problem in Pakistan’s energy sector, where state-owned enterprises struggle to recover payments from government-run institutions
