WHO seeks answers from Russia after lab worker’s death at Irkutsk plague institute

The World Health Organization (WHO) has asked Russia for more information about the death of a laboratory worker at the Irkutsk Antiplague Research Institute, saying the cause of the illness and the pathogen behind the public health measures remain unclear.

WHO Director-General Tedros Adhanom Ghebreyesus said in a post on X that the organisation had been following up since the first media reports. The worker died on October 2, 2026, after being hospitalised with severe pneumonia in Irkutsk oblast. Initial media reports suggested pneumonic plague following an alleged accidental exposure in the laboratory.

Russia’s response

In reply to WHO’s verification request under the International Health Regulations, Russian health authorities said no plague case had recently been registered in Irkutsk oblast. They said an epidemiological investigation had been carried out and preventive and control measures put in place.

Identified contacts were placed under medical observation and tested, the authorities told WHO. They reported that no high-threat pathogens had been detected among them and that observation of all identified contacts was complete.

WHO said it had stayed in contact with the Russian authorities and offered technical support. It has asked for further information to clarify the cause of the severe pneumonia, the pathogen that prompted the public health measures, and media reports of a second employee with pneumonia of undetermined cause.

Timely, complete and transparent information sharing under the International Health Regulations was essential, Tedros said, to clarify conflicting reports and allow an accurate assessment of potential public health risks.
