Civil Aviation Authority divided into three new departments

KARACHI: The Civil Aviation Authority (CAA) of Pakistan has been divided into three distinct entities by the federal government. Separate notifications have been issued to establish the Civil Aviation Authority, the Pakistan Airports Authority (PAA), and the Board of Safety Investigation.

The decision, formalised through a bill passed in 2023, aims to streamline operations and improve efficiency within the aviation sector.

FUNCTIONALITIES UNDER THE NEW STRUCTURE

The new Civil Aviation Authority (CAA) will be a regulatory body that will oversee various functions, including Flight Standards, Pilot Licensing, Aerodrome Airspace, Airworthiness, Air Transport, and Aeromedical services. The primary focus of the CAA will be to regulate and ensure the safety and security of civil aviation in Pakistan.

All airports across the country will now fall under the jurisdiction of the newly formed The Pakistan Airports Authority (PAA). This entity will be responsible for the management and operations of airports, ensuring they meet international standards and cater to the needs of passengers and airlines effectively.

The Board of Safety Investigation (BSI) will handle all aspects related to the investigation of aircraft accidents and incidents. This department will work independently to ensure thorough and unbiased investigations, enhancing the safety standards of aviation in Pakistan.

IMPLEMENTATION OF THE RESTRUCTURING

Employees of the former CAA have been allocated to the new departments based on their qualifications and experience. Similarly, financial resources and assets have been distributed among the three entities to support their operations.

Pakistan to phase out SIMs in new PTA plan

The Ministry of Aviation has already advertised for the positions of Director Generals for both the CAA and the PAA. A separate notification will be issued regarding the appointments of the heads of these departments, ensuring that experienced and qualified professionals lead the new entities.
