ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has approved a negative quarterly adjustment of Rs1.5538 per kilowatt-hour (kWh) in electricity bills for the third quarter of fiscal year 2024-25, to be applied over a three-month period from May to July 2025.
According to a notification issued on Friday, the adjustment will apply to all consumer categories—except lifeline and prepaid meter users—and will result in a cumulative relief of Rs52.603 billion for electricity consumers. The adjustment follows NEPRA’s review of petitions submitted by XWDISCOs for quarterly tariff revisions.

The same adjustment will also be applied to K-Electric consumers (excluding lifeline and prepaid users) under federal uniform tariff policy guidelines.
NEPRA noted that any billing issued prior to the notification that falls within the adjustment period may be corrected in subsequent bills.
The authority also directed all distribution companies (DISCOs) to strictly comply with judicial orders where applicable and to address technical and financial challenges related to the mismatch between actual system peak and tariff-based peak hours.
To address these challenges, DISCOs have been instructed to submit comprehensive studies within four months. These include a review of current time-of-use tariff structures and alignment with demand patterns; and an assessment of the financial and technical impacts of distributed solar photovoltaic (PV) integration on distribution systems.
